Kansas lawmaker who kicked high school student in the groin pleads guilty to lesser charges and avoids jail time but is ordered to apologize

  • Republican Kansas Rep. Mark Samsel, 36, pleads guilty to disorderly conduct for kicking a student in the groin while substitute teaching 
  • He was sentenced to probation, banned from social media except for legislative purposes and has to apologize to the victims
  • He was originally charged with misdemeanor battery and faced up to six months in jail and a $1,000 fine 
  • The April incident happened during a religious rant and was caught on video
  • At one point, Samsel tells the student, ‘You’re about ready to anger me and get the wrath of God’
  • Do you believe me when I tell you that God has been speaking to me?’ He then pushes him, and the student runs to the other side of the classroom
  • ‘You should run and scream.’ In another video, he tells students, ‘Class, you have permission to kick him in the balls’ 










A Kansas state lawmaker who kicked a high school student in the groin while working as a substitute teacher in Kansas City pleaded guilty to lesser charges of disorderly conduct and avoided jail time and a fine.  

Republican Rep. Mark Samsel, 36, kneed a student in the crotch and threatened to take the ‘wrath of god’ out on students in the class after students filmed him talking about sex, suicide, maturation and the Bible during a religious rant in April.

The victims were were two students about 16 years old. Police said he kicked and bruised one student and grabbed another by the shoulders. 

Samsel pleaded guilty on Monday to three misdemeanor disorderly conduct charges and was sentenced to probation and was ordered to stay off social media except for legislative purposes and must apologize to his victims in writing. 

That’s the only contact he can have with the victims. 

Samsel originally faced three misdemeanor battery charges following his arrest in April and up to six months in jail along with a $1,000 fine. 

He avoided jail time and has to pay about $260 in court fees and other costs. 

‘Your honor, I just want to say I’m sorry for what happened. I never intended to hurt anybody,’ Samsel during Monday’s appearance.

Samsel was arrested by Franklin County detectives and charged with  misdemeanor battery. He has since been released on $1,000 bond

The April incident was caught on video and shared with The Kansas City Star by their parents. 

He was defiant in his denial of wrongdoing immediately after the incident but in a Facebook post last month, he said he sought mental health treatment and gave up his substitute teaching license. 

In the video, Samsel is heard telling the class about a student who tried to kill himself three times because ‘he has two parents and they’re both females.’ 

Another video shows Samsel asking students, ‘Who likes making babies? That feels good, doesn’t it?’

He adds: ‘You haven’t masturbated? Don’t answer that question…. God already knows.’

Samsel is seen in the video showing close attention to one male student, following him around the classroom and threatening him.

At one point, Samsel tells the student, ‘You’re about ready to anger me and get the wrath of God. Do you believe me when I tell you that God has been speaking to me?’ He then pushes him, and the student runs to the other side of the classroom.

Several parents told local media that Samsel allegedly kneed the student in the crotch. 

The kneeing incident is not caught on camera, but footage shot after the alleged incident shows the student lying on the ground, with Samsel standing over him and asking: ‘did it hurt?’

Samsel asks the student why he is about to start crying, pats him on the shoulder and apologizes, and then says he can ‘go to the nurse, she can check it for you.’ 

Samsel is a Republican who represents a rural district southeast of the state capital Topeka.
