Another Democrat decides to quit: Rep G. K. Butterfield is set to announce decision today


Representative G. K. Butterfield is today set to become the latest Democrat to quit the House two weeks after a new congressional map was carved up in a boost to the GOP.

He becomes the seventh House Democrat from a battleground district to announce he won’t be running for re-election next year, along with nine other Democrats in safer seats.

Jackie Speier, who represents a blue stronghold in California, announced on Tuesday that she won’t be running again, saying it’s ‘time for me to be more than a weekend wife.’

Republicans are smelling blood over the early string of exits – often the sign of a gathering political storm – as they hope to wipe out the Democrats’ narrow six-seat majority. 

It ratchets up the pressure on the Biden administration after a general election that saw the Democrats barely managing to oust Donald Trump while suffering a bruising number of losses in districts they expected to clinch. 

Representative G. K. Butterfield is today expected to announce his resignation. Butterfield, 74, a longtime leader of the Congressional Black Caucus, was first elected to an Eastern North Carolina congressional seat in 2004. Biden won by around 9 points there last year, with Butterfield re-elected by a similar margin. But under new battle lines drawn up by the Republicans, Biden would have won by just 3 points and Butterfield's seat has been marked up as a top target for the GOP.

In Florida, Rep. Charlie Crist announced a run for Governor in October, opening up an incredibly vulnerable seat to the Republicans.

Rep. Cheri Bustos of Illinois, a Nancy Pelosi ally who led the Democrats' lackluster campaign last year, is also stepping down, vacating a seat which hemorrhaged 10 percentage points in a hard-fought race.

In Florida, Rep. Charlie Crist (left) announced a run for Governor in October, opening up an incredibly vulnerable seat to the Republicans. Rep. Cheri Bustos of Illinois (right), a Nancy Pelosi ally who led the Democrats’ lackluster campaign last year, is also stepping down, vacating a seat which hemorrhaged 10 percentage points in a hard-fought race.

In Arizona's 2nd congressional district, Ann Kirkpatrick has announced she won't run again after entering alcohol rehab last year following a fall on the Washington Metro. She won 55 percent of the vote share in 2020, but the GOP will believe they can flip the seat.

Other pickup opportunities include in western Pennsylvania, where Rep. Conor Lamb, a former Marine, is now gunning for the Senate. He won his seat by a slender two points over Republican Sean Parnell.

In Arizona’s 2nd congressional district, Ann Kirkpatrick has announced she won’t run again after entering alcohol rehab last year following a fall on the Washington Metro. She won 55 percent of the vote share in 2020, but the GOP will believe they can flip the seat. Other pickup opportunities include in western Pennsylvania, where Rep. The 16 Democrat Representatives retiring or looking for another job: 

RETIRING FROM PUBLIC OFFICE:

G.K. Butterfield of North Carolina – after change to the map.

Jackie Speier of California – who said ‘it’s time for me to be more than a weekend wife, mother and friend.’

Michael Doyle of Pennsylvania – after a quarter century in office he said it’s time ‘to pass the torch to the next generation.’

David Price of North Carolina – after 18 consecutive campaigns and at the age of 81. 

John Yarmuth of Kentucky – a senior Democrat and Biden ally, the 75-year-old said he was leaving because of a ‘a desire to have more control of my time in the years I have left.’

Ron Kind of Wisconsin – a blow to Biden, his seat has long been a target of the GOP. He lamented growing partisanship in politics, saying he was part of ‘a dying breed’ after serving his district since 1997.

Cheri Bustos of Illinois – House Democrats’ former campaign chief and Nancy Pelosi ally, her district covering a swath of Central and Northwest Illinois swung to Donald Trump.

Filemon Vela of Texas – Vela won his seat with 55 percent of the vote in 2020 and is leaving the House ahead of redistricting next year which is expected to help Republicans.

Ann Kirkpatrick of Arizona – who last year entered an alcohol rehab program after falling on the Washington Metro. 

Eddie Bernice Johnson of Texas – is retiring after serving in the House since 1993. 

SEEKING OTHER OFFICES:

Conor Lamb of Pennsylvania – seeking a seat in the Senate.

Val Demings of Florida – seeking a seat in the Senate.

Tim Ryan of Ohio – seeking a seat in the Senate.

Charlie Crist of Florida – who is running for Governor.

Anthony G. Brown – running for another office.

Karen Bass – running for another office.

Joe Biden’s approval rating sank to a new low of 41 percent last week and earlier this month the Democrats were rocked by Glenn Youngkin’s stunning victory in Virginia – the first red Governor elected there since 2009. 

Butterfield, 74, a longtime leader of the Congressional Black Caucus, was first elected to an Eastern North Carolina congressional seat in 2004.

Biden won by around 9 points there last year, with Butterfield re-elected by a similar margin.

But under new battle lines drawn up by the Republicans, Biden would have won by just 3 points and Butterfield’s seat has been marked up as a top target for the GOP.  

Democrats are suing over the congressional map, claiming it waters down the influence of black voters in the district, where they currently make up roughly half the electorate.

But irrespective of that legal action, the region is yet another where they will be forced to go toe-to-toe with Republicans to maintain control in D.C.

Crist was victorious in Florida’s 13th congressional district, which includes St Petersburg, with just 53 percent of the vote in 2020 – sliding down by four points on the election four years prior. 

His seat is even more precariously hanging in the balance as Republicans are expected to draw themselves more favorable congressional maps in Florida, as well as in Georgia, Texas and Ohio.

‘You have to assume that because Republicans get to control reapportionment, that it’s not going to get any easier,’ Adam Goodman, a Florida-based Republican media strategist, told The New York Times.

‘The Crist seat — it took a Charlie Crist type of person to hold that seat in ’20. The Democrats won’t have that person this time.’ 

The GOP will be pressing home a map-drawing advantage because they hold more majorities in state legislatures, while the Democrats in many key states such as California and Virginia, have relinquished control of mapmaking to nonpartisan commissions.

The redistricting process alone could secure up to six seats for the Republicans, wresting control of the House.
