A culture problem
I visited an elementary (primary) school in America some time back. After walking through a metal detector I entered the building through bullet-proof glass doors. The second floor of the school was beautiful, full of light, but the ground-floor classrooms had no windows to make sure children were safe from drive-by shootings.
