Bell mentioned that detectives created him give an “excruciatingly thorough” account of the abuse and then experienced him contact Peck to prompt a confession above the cellular phone even though they listened in. Peck “just started off a full-on confession,” Bell said, and was subsequently arrested on Aug. 20, 2003.
